BRIEF DESCRIPTION OF DUTIES Maintains compliance of all NRSW/CNIC standards directed towards fulfilment of the MWR mission of the activities, prepares operational budgets with Region/Installations for N92 review, ensures services and facilities are properly programmed, marketed and are oriented towards patron satisfaction. Responsible through Installation N9s, MWR Directors and Community Recreation Directors/Leads for the accountability and internal controls for program delivery and standards compliance within various instructions. Coordinates functions/events with Installation including CNIC events, training and assist visits while ensuring Installations are able to perform day-to-day activities and maintain program standards while remaining financially sustainable.  Analyzes financial data, reviews budgets and submits reports and recommendations to NRSW N92. Assists with reviewing and evaluating NAF and APF budget requests; requests for apportionment's, expenditures, obligations, reprogramming and allotments; reviews, controls and reports obligations and expenditures; reviews, edits and consolidates budget estimates and assists with the preparation of justification for projected funding needs. Reviews data submitted for consistency with previous estimates, current levels of operation and anticipated changes.  Revises data for inclusion in budget reports, Business plan and schedules as required. Conducts management surveys and research projects and provides advisory services on substantive issues of moderate scope and impact to assess the effectiveness of program operations. Designs, plans, conducts, and directs others in the performance of work measurement, methods and procedures, and/or benchmarking studies of complex, interrelated substantive work processes or functions.  Ensures compliance with all  fire, safety, sanitation and security regulations. Performs other related duties as assigned.

 

QUALIFICATIONS REQUIRED

  • A degree in Business Management, Recreation or Business Administration or 5 years equivalent experience and specialized training in programming, marketing, or catering operations is required

  • Minimum of five years related education or experience in personnel management/supervision required

  • The incumbent must possess a detailed knowledge of the goals, principles and techniques of multiple MWR operations and include the ability to conduct detailed financial analysis on areas of growth and potential and develop programing to increase patron utilization

  • Must be able to make favorable personnel contacts with all levels of management personnel, command officials, and department employees

  • Extensive experience in a supervisory capacity and/or business environment requiring in-depth knowledge of management of staff and operations,

  • Must have minimum of five years extensive background in all areas of budgeting, financial management and planning

  • Must be able to travel throughout NRSW including Enterprise MWR Accreditation visits; evaluate similarities and differences at each Installation according to MWR Standards and NRSW requirements

  • Must be a positive team member able to influence the actions of others in obtaining cooperation and assistance to meet the NRSW mission and vision

  • Must be good with dealing and communicating with others; must have abilities to negotiate, settle disputes; obtains and maintains good relations

  • Must be able to communicate clearly and effectively both verbally and in writing in English

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms
