BRIEF DESCRIPTION OF DUTIES: The incumbent works under the general supervision of the Commander, Navy Region Southwest (COMNAVREGSW) Fleet & Family Readiness (N9) Program Director, and is responsible for the planning, management, administration, and technical direction of the Nonappropriated Fund (NAF) common support functions (Financial, Payroll, Procurement, Automated data processing (ADP) Travel and Property management throughout the Southwest Region.  The incumbent provides these services to Morale Welfare and Recreation (MWR), Navy Gateway Inns and Suites (NGIS), Child/Youth Programs (CYP), Military Ticket Program (MTP), and Warfighter and Family Services (WFS) located in the SW region.  The purpose of the position is to:  (1) formulate policies, procedures and systems; (2) monitor the Regional NAF Support Office; (3) provide technical direction and guidance for the functional operations; (4) monitor Navy-wide policies as it relates to common support functions; (5) assess compliance with Navy and DoD guidelines and directives.  The incumbent is recognized as the technical expert and authority for the Regional NAF Support Office. Performs other related duties as assigned.

 

 

QUALIFICATIONS REQUIRED:

  • The diversified functions and duties of the position require an in-depth knowledge, background, and experience in the administrative or other responsible work that enables the incumbent to gain knowledge of management practices and administrative processes.  The incumbent must possess a detailed knowledge of the goals, principles and techniques of common support functions; a thorough understanding of the interests and motivation of individuals and groups; and the necessary program planning, organizing, and administrative skills required to devise and carry out services that stimulate and sustain the interest of participants.
  • The incumbent must demonstrate an understanding of the needs, problems and solutions in administering management programs relating to common support functions and possess knowledge and background in financial management, payroll management, procurement/contracting and ADP Programs including goals, principles, practices and techniques; program planning organizing and administrative skills to devise and carry out the program components.
  • The incumbent must have the ability to conduct comprehensive analyses of organizational structures, methods and procedures.  Must be able to make favorable personal contacts with all levels of management personnel, operating officials and department employees.
  • Must have extensive executive experience and possess strong organizational administrative and management skills in a supervisory capacity in a large Regional NAF Support Office and/or business environment requiring an in-depth and intimate knowledge of all phases of the program.
  • Must have extensive background in budgeting, financial management and planning, payroll, travel, property management, acquisition, contract administration, and ADP functions.  Must have an understanding of NAF contracting warrants and APF procurement processes.  Must have a $25K Warrant Authority.
  • Must be able to discuss any and all phases of the program and make decisions in relation to extending or expanding services.  Must be able to travel, visit other activities, appraise different program elements and evaluate similarities and differences.
  • Must be a positive leader who is able to influence the actions of others in obtaining cooperation and assistance to meet the mission of the Region.  Must have the ability to make decisions or recommendations which have/will have a significant impact on services, policies or programs.  Must be able to present and sell ideas, plans and services to the Command and higher authority for approval.
  • Must have demonstrated skill in negotiating issues and operational requirements, personnel inside and outside local installations and other organizations.  Must be fully experienced in dealing with organized labor representatives; must be able to negotiate agreements, settle disputes, establish and maintain good relations and ensure that bargaining in good faith is recognized and accepted by labor units.
