BRIEF DESCRIPTION OF DUTIES

This position directs the Morale, Welfare and Recreation (MWR) Department, Naval Base Coronado in Navy Region Southwest.  Incumbent is responsible for the operation and oversight of a program consisting of diverse and robust fitness, recreation and business activities with food and beverage outlets for three major installations and five satellite installations. The MWR Director creates and implements a vision for the MWR Program that ensures adherence to accreditation and program standards, as well as financial goals for Category A, B, and C programs.  Duties include managing a team of roughly 320 employees, identifying and meeting customer needs, representing MWR to the larger installation and command leadership, and reviewing each MWR operation on a regular basis to ensure it meets customer needs, financial goals, and program standards.  This includes but is not limited to analyzing cost of goods, labor, and other expenses, determining appropriate profitability and staffing levels, assessing financial execution, budget creation and financial analysis, developing dynamic and innovative programming in all MWR areas, coordinating with Marketing and other N9 programs, identifying customer and staff/facility needs, oversight of projects – including customer-funded, self-help, and Naval Facilities (NAVFAC) projects, and ensuring this large and diverse operation works as a seamless and integrated team.  The MWR Director develops the budget and oversees the execution of a non-appropriated fund budget in excess of $18M.  The NBC MWR Program supports over 2 Million (Active Duty, Families, DOD and Retirees) eligible patrons each year.  Performs other duties as assigned.

 

QUALIFICATIONS REQUIRED

  • A Bachelor’s degree in Business Administration, Recreation or Food and Beverage Management or equivalent experience is required
  • Must possess a detailed knowledge of the goals, principles and techniques of overall management of business
  • Must be able to make favorable personnel contacts with all levels of management personnel, command officials, and department employees
  • Extensive experience in a supervisory capacity and/or business environment requiring in-depth knowledge in all phases of a recreation and food and beverage operation including entertainment and programming
  • Must have extensive background in budgeting, financial management and planning
  • Must be able to travel, visit other facilities, appraise different services and evaluate similarities and differences according to their respective missions as they related to our services
  • Must be a positive leader, able to influence the actions of others in obtaining cooperation and assistance to meet the CNRSW/Navy’s mission and vision
  • Must be fully experience in dealing and communicating with others; must have abilities to negotiate, settle disputes; obtains and maintains good relations
  • Must be able to present and sell initial ideas, plans and programs for approval of the N9 IPD
  • Must be able to communicate clearly and effectively in English both verbally and in writing
  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
